Proposal for the convening of Kurdish people’s national congress

Statement 11.03.2012 – The convening of the Kurdish National Unity Congress is a historical task for our people, and one that must be successfully accomplished. Our movement wishes to share its approach and proposals in relation to the National Unity Congress itself as well as with its agenda.

The democratic resistance of the people of the middle east is advancing. There are regimes that wish to preserve the status-qua in a period of serious crisis and upheaval. The intervention of the global powers has led to renewed warfare in efforts to partition the middle east. The struggle of peoples for democracy and to assert their will play a decisive role in  the democratic development and re-structuring of the middle east. This period in time can be seen as a crisis of nation-state regimes, the deepening of the problems caused by them, as well as the impasse created by their policies. But it can also be seen as a period where democracy has a chance to develop, as well as a period where construction of societal democracies is possible. Although nationalist-fascist policies based on nation-states are being enforced, they are also being  forced to disintegrate because of peoples resistance. Defined as the peoples spring, this period is a time when the question of rights and freedom of nations and all sections of the society, including ethnic and religious minorities and women, have become more visible and urge for democratic solution. The struggle between the peoples freedom and democracy movement and the resistance show by the regimes, as well as the struggle of capitalist modernity against democratic change result in new developments that have the potential to influence our world. At such an important phase of the developments experienced in our region, the middle east, the time has come to construct a democratic system suitable to its extensive history and rich culture.

All these developments directly influence the Kurds, one of the most ancient people of this geography, and thus give them a serious role in such a change. It is clear that in this new period, archaic control over the Kurds will not be tolerated. The relationship of the Kurds between themselves as well as with other states has reached such a level that for the first time it deeply influences and arouses the interest of regional strategies. In this context, we have entered a period where we should focus on the relationship between Kurds-Arabs, Kurds-Persian and Kurds-Turks in order to be able to constitute strategies and policies based on the interest of peoples. It can be said that in a way Kurdistan has become the centre for peoples’ democratic revolution in the 21st century. Thus the unity between the Kurds themselves and the methods taken up for the solution of the Kurdish question is also characterised by the fact that it is central to the democratic future of the people of the Middle East and their system.  The “Road Map” which was written by the Kurdish People’s Leader Abdullah Öcalan and presented to the Kurdish people and the wider public on 15 August 2009, is a precious project that points at the path of a democratic and peaceful solution. It is therefore very important that the people of Kurdistan together with all of its political and social forces, organizations and all interested personalities and sections properly evaluate the historical developments that are occurring right now. The Road Map too should be meticulously evaluated. It is thus critically important that the Congress unites around a common policy and resolution project in the name of the people of Kurdistan.

KURDS HAVE RESISTED THROUGHOUT THE HISTORY BUT THIS RESISTANCE HAS NOT BEEN ABLE TO COMPLETELY REMOVE THE THREAT OF ANNIHILATION AND GENOCIDE. THE PROBLEM OF ACHIEVING FREEDOM HAS CONTINUED TO DATE. THIS RESISTANCE OF THE PEOPLE OF KURDISTAN, THAT ABOVE ALL WANTED TO SECURE THE EXISTENCE OF THE PEOPLE, HAS MET GENOCIDAL PRACTICES WHERE THE PEOPLE’S EXISTENCE, NAME, AND LANGUAGE HAVE BEEN DENIED AND IGNORED. THE EXPLICIT AND COVERT CULTURAL AND PHYSICAL GENOCIDES OF THE COLONIAL POWERS AGAINST THE KURDS CONTINUE TO DATE. EVEN WHEN THE COLONIAL POWERS PORTRAY THEMSELVES TO BE ACCEPTING THE EXISTENCE OF THE KURDS THEY ARE IMPLEMENTING VARIOUS METHODS THAT AIM AT WIPING OUT THEIR EXISTENCE. BEING A KURD THUS CORRESPONDS TO AN EXCEPTIONAL TRAGEDY. IF ONE LOOKS AT THE THIRTY YEAR OLD STRUGGLE WAGED BY THE PKK ALONE IT WOULD BECOME IMMEDIATELY APPARENT THAT IT HAS BEEN AN ADAMANT STRUGGLE TO ATTAIN THE ACCEPTANCE OF THE EXISTENCE OF THE KURDISH PEOPLE. THE CONCLUSION THAT CAN BE DRAWN FROM OUR HISTORY AS A PEOPLE IS
THAT THE PEOPLE OF KURDISTAN HAS ONLY BEEN ABLE TO SUSTAIN ITS EXISTENCE IN ITS HOMELAND KURDISTAN AT A GREAT COST AND SUFFERING.

The Kurds have not only been subjected to explicit and bald force but also to a large-scale policies of deception and manipulation. The biggest goal of the dominant powers that have ambitions on Kurdistan has been to prevent unity amongst Kurds throughout the history. Just as was the case in history, Kurds have yet again become a peoples that have been sacrificed in diplomatic games. In the last two hundred years the role given to the Kurds have been nothing but to be a victim. Without a doubt, the role played by the collaborationists are important but just as important were the missing organized struggle and contemporary leadership of the Kurdish resistance and the inability to create the national unity amongst the Kurds.

Kurdish people have been able to preserve the attributes of being a nation despite the genocides against itself and its fragmentation throughout history. Their existence could not be eliminated through massacres and assimilation. Today, though Kurdish people living in the four parts of Kurdistan as well as abroad have become politically aware, are devoted to their national values and have organized well with a strong will power, consciousness, decisiveness and have reached a level of struggle that can resolve the question in all its parts. Now the time has come to exert the national willpower of the Kurdish people so that they as a nation are not left without a status in the 21st century, with fabricated impositions that are not in agreement with their social demands and national interests, so that they can enjoy natural rights that stem from being a people.

PRESENTLY, THE KURDS SHALL FACE GREAT RISKS AND DANGERS ALTHOUGH SUITABLE CONDITIONS FOR NATIONAL UNITY, DEMOCRACY AND FREEDOM EXIST. IF THIS PERIOD IS NOT EVALUATED WITH A HISTORICAL PERSPECTIVE AND COMMON POLICIES TO FIND A SOLUTION CAN NOT BE CONSTITUTED AND THUS EFFECTIVELY IMPLEMENTED THESE DANGERS ARE REAL. THE KURDS, HOWEVER, DO NOT HAVE THE PATIENCE TO LOSE ANOTHER CENTURY; HISTORY SHOULD NOT REPEAT ITSELF. IT IS THEREFORE NECESSARY THAT THE NATIONAL RIGHTS OF THE KURDS SHOULD BE TOTALLY SECURED BASED ON AN EQUAL, FREE AND FRATERNAL RELATIONSHIP WITH THE PEOPLES OF THE REGION. IN ADDITION, THERE IS A NEED TO EMBODY COMMON LIVING CONDITIONS WITHIN THE FRAMEWORK OF “DEMOCRATIC NATION” WITH PEOPLES SUCH AS THE ASSYRIAN AND CHALDANIAN, ARMENIAN, ARABIC AND TURKOMAN PEOPLES WHO HAVE SETTLED IN KURDISTAN. THIS CAN ONLY BE ACHIEVED THROUGH THE IMMEDIATE CONVENING OF A “NATIONAL CONGRESS” WITH THE PARTICIPATION OF POLITICAL PARTIES AND ORGANIZATIONS TOGETHER WITH INTELLECTUAL CIRCLES AND VARIOUS FAITH COMMUNIIES. SUCH A CONGRESS WILL BE IMPORTANT AS IT WILL ALLOW ALL THE KURDS TO DECIDE WHAT KIND OF A STATUS THEY DESERVE AND HOW THEY WOULD LIKE TO LIVE AS WELL AS WHAT KIND OF A ROLE THEY WOULD LIKE TO PLAY IN THE FUTURE OF THE REGION.

Our people within Kurdistan and abroad longs for national unity. The political conditions and developments put national unity on the agenda of all the forces of Kurdistan. We, as the PKK and KCK movements, believe that the convening of the National Congress is a historical step and has created much excitement amongst the Kurdish people. We therefore declare that we shall fulfil the responsibilities that befall us and see this as a duty that cannot be postponed. We owe a historical debt to the people of Kurdistan and its martyrs. We considered the defence of democratic national unity as essential principle of our reason for existence and were insistent on it from the very first day of our struggle. We as the movement would be honoured and proud to be able to fulfil our duties so that such a historical step would be successful. We whole heartedly believe that all those who struggle for the freedom of the people of Kurdistan hold and share the same feelings and responsibilities.

– TO THIS END IT IS IMPORTANT THAT A PREPARATORY COMMITTEE IS CONSTITUTED IN SUCH A WAY THAT IT IS OF  SUFFICIENT COMPOSITION AND REPRESENTATIVE POWER AS THIS COMMITTEE SHALL BE RESPONSIBLE FOR THE CONVENING OF THE CONGRESS. THIS COMMITTEE SHOULD NOT ONLY SUFFICIENTLY REPRESENT THE ORGANIZATIONS AND PARTIES FROM ALL PARTS OF KURDISTAN BUT IT SHOULD ALSO INCLUDE PERSONALITIES THAT HAVE THE GENERAL APPROVAL AND ACKNOWLEDGEMENT OF THE KURDISH PUBLIC. ALL THE PARTIES, FAITH AND OPINION LEADERS, WOMAN AND YOUTH REPRESENTATIVES AS WELL AS PATRIOTS AND INTELLECTUALS SHOULD PARTICIPATE IN THIS NATIONAL UNITY CONGRESS. WE BELIEVE THAT THE UTMOST IMPORTANT CONDITION IN TAKING PART IN SUCH A CONGRESS SHOULD BE TO HAVE A RESPECTFUL APPROACH TO ALL THE VALUES GAINED BY THE STRUGGLE OF THE KURDISH PEOPLE.

– We also believe that there are some fundamental principles which are of critical importance for the construction of Kurdish national unity, the continuity of National Congress and the advancement and sustenance of relations with neighbouring peoples based on peace and fraternity. In order for this Congress to become a truly consistent national institution the principles it is based on must be clearly defined and these principles must be the basis for any discussions held and the finding of common ground. Therefore we would like to present the principles we find important to the public of Kurdistan and shall propose them to the agenda of the Congress.

The envisaged draft framework is as follows;

1- WAR AND PEACE PRINCIPLE: THIS “PRINCIPLE OF WAR AND PEACE” SHALL DETERMINE THE SITUATION UNDER WHICH THE EXISTENCE OF THE PEOPLE OF KURDISTAN AND ITS NATIONAL RIGHTS SHALL BE ASSURED, OR WHEN THREATENED SHALL DEAL WITH THE EMERGENCE OF THE LEGITIMATE RIGHT OF DEFENCE AS WELL AS THE CONDITIONS UNDER WHICH LIFE IN PEACE IS POSSIBLE. IT IS IMPORTANT TO HAVE A CLEAR STANCE IN THE EVENT OF CULTURAL AND PHYSICAL GENOCIDAL ATTACKS, AS WELL AS TO KEEP AT BAY AT BAY POLITICAL AND MILITARY FORCE AND VIOLENCE THAT ARE DIRECTED AGAINST OUR NATIONAL EXISTENCE, FUNDAMENTAL RIGHTS, FREEDOM, UNITY, VALUES AND GAINS. IN THE EVENT THAT ALL DEMANDS FOR DEMOCRACY, EQUALITY AND FREEDOM ARE VIOLENTLY SUPPRESSED AND THIS BECOMES A STATE POLICY, POSITIVE RESPONSE IS NOT GIVEN TO CALLS FOR A DEMOCRATIC SOLUTION AND PEACE AND IN SITUATIONS WHERE THERE ARE NO OTHER AVENUES LEFT, LEGITIMATE DEFENCE SHALL BE RESORTED TO. THE MAIN DIMENSION OF THIS PRINCIPLE IS TO DEVELOP A STANCE IN ADHERENCE WITH INTERNATIONAL CONVENTIONS.

Apart from the mandatory legitimate defence no other type of war can be acceptable. At the core of the war carried out by the ruling classes there is tyranny and extortion. Kurdish people wish to see that all problems are resolved through peaceful methods in all areas. However, when there are no other means to defend its existence, freedom and honour as a people then it makes use of its right to legitimate defence. It is thus important to differentiate between and implement the theory, strategy and tactics of the Legitimate Defence War from other types of wars and demonstrate its differences from dirty warfare.

When the national rights are recognised and secured there is no need for legitimate defence any more and peace is realized. For all other problems, apart from the most fundamental minimum democratic rights and freedoms, democratic political struggle is essential.

2- Principle of Unity: There is a need to lay out the principles upon which relations and unity between Kurds are to be obtained. The unity established between the Kurds in Turkey, Iran, Syria and Iraq does not stand against the existence of the related states and their political boundaries. Kurds in each part have their own social, political, economic, cultural, diplomatic and self defence organizations. The relations established between these organizations and Kurds in other parts is not hindered by the political boundaries, and indeed defines the establishment of Democratic Confederalism. Kurdish peoples’ right to self-determination does not mean the right to establish a state based on nationalism but to establish its own free and democratic life in each part based on an understanding of democratic nation and common homeland. Kurds in each part ensure the democratic solution of the Kurdish question with the concerned state. Within this framework the solution formula is as follows: Democratic Turkey and Aut
onomous Kurdistan, Democratic Iran and Autonomous Kurdistan, Democratic Syria and Autonomous Kurdistan, Democratic Iraq and Autonomous (or Federal) Kurdistan. Consequently, the democratic solution of the Kurdish question shall result in the pavement of the path to Democratic Middle East and lasting peace. If the concerned states overcome their fear of division and secure the resolution of the Kurdish question on the basis of “Democratic Autonomy” constitutionally, and if they see this to be natural and a result of being democratic then the Kurds will not see any need for separation and thus such an agenda will not form.

3- PRINCIPLE OF DEMOCRACY: THE IMPLEMENTATION OF THIS PRINCIPLE IS TO REMOVE ALL CONSTITUTIONAL AND JURIDICAL OBSTACLES BEFORE THE COLLECTIVE AND INDIVIDUAL RIGHTS AND ORGANIZATIONAL NEEDS OF THE KURDISH PEOPLE IN TURKEY, IRAN, AND SYRIA. THE DEMOCRATIC TRANSFORMATION OF THE CONCERNED STATES SHOULD BE COMPLETED AND  THE REQUIREMENTS OF THE DEMOCRATIC AUTONOMY STATUS SHOULD BE FULFILLED. IF THESE STATES BECOME DEMOCRATIC AND FUNDAMENTAL NATIONAL DEMOCRATIC RIGHTS OF THE KURDS ARE RECOGNIZED THEN THE KURDS WILL ACT IN ACCORDANCE WITH THE CONSTITUTION AND JURISDICTION OF THESE COUNTRIES. CONSEQUENTLY ANY OBSTACLES BEFORE KURDS ESTABLISHING DEMOCRATIC ORGANIZATIONS SHOULD BE REMOVED AND THE POLITICAL WILL POWER OF THE KURDS UNCOVERED AS A RESULT OF ELECTIONS MUST BE RECOGNIZED. WITHIN THIS FRAMEWORK THEY WILL ATTAIN SELF-GOVERNANCE.  IN ADDITION, THE KURDS WILL LIVE TOGETHER WITH ALL THE VARIOUS ETHNIC, SECTARIAN AND RELIGIOUS COMMUNITIES IN KURDISTAN ON THE BASIS OF DEMOCRACY, EQUALITY AND FREEDOM. AS PART OF DERACY TURKEY, IRAN AND SYRIA WILL RECOGNIZE THESE DEMOCRATIC POLITICAL WILLPOWERS AND ADMINISTRATIONS. THE EXISTENCE OF THESE ASSEMBLIES AND ADMINISTRATIONS DOES NOT REJECT THE GENERAL ADMINISTRATION AND GOVERNMENT NOR DOES IT  RENDER THE GENERAL CONSTITUTION AND JURISDICTION DYSFUNCTIONAL. ON THE CONTRARY THEY WILL RESOLVE THE PROBLEMS EXPERIENCED LOCALLY AND BY NOT PASSING ON THESE PROBLEMS TO THE GENERAL ADMINISTRATION THE HARMONY AND UNITY  BETWEEN THE LOCAL AND REGIONAL WOULD BE INCREASED AND STRENGTHENED. IN KURDISTAN THE FORMULA  “DEMOCRACY + STATE OF TURKEY, STATE OF IRAN, STATE OF IRAQ AND STATE OF SYRIA TO BE THE GENERAL PUBLIC AUTHORITY” WHICH SHOULD BE CLEARLY DEFINED AND AGREED UPON SEEMS TO BE THE MOST SUITABLE FORMULA FOR A RESOLUTION.

4- Cultural Rights Principle: This principle is an important principle of democratic national perspective in order to define how the Kurdish people’s and the different cultural communities rights to identity, language and culture shall be secured and implemented. This principle denotes the recognition of the Kurdish people’s culture as a whole and its implementation. It is an utmost priority to freely live, develop and protect the identity, culture and language of the Kurdish people that stem from being a national community and that all its fundamental cultural rights are recognized.

One of the sovereign nation-state policies is assimilation and the other is cultural genocide. Therefore targeting the assimilation, preventing the development and suppression of the Kurdish people’s language and culture in order to weaken the attributes that compose a people are all efforts to carry out a cultural genocide. It is important to make such a clear definition because cultural genocides are most usually achieved covertly. Just as much as wars and terror cultural assimilation, too, has played a destructive role on the cultural existence of Kurdistan. This was achieved to such an extent that being Kurdish together with its language and culture were viewed as being dubious and turned into a criminal matter. All the cultural rights including mother tongue education in Kurdish face obstruction and prohibitions as well as suppression.

In order to overcome these policies there is a need to fight against assimilation and self-assimilation but there is also a need to give special importance to establish organizations in the areas of mother tongue and culture as well as their institutional development, work and education. In addition, it is of critical importance that the Kurdish culture is passed on to the younger generations through work on literature and arts so that children and youth are raised with their own cultural values and mother tongue. Thus constitutional assurance of fundamental cultural rights is of utmost importance. For the language to continue its existence and to develop not only depends on education in mother tongue but also its usage in all aspects of social, cultural, economic and communal life. Another topic to be considered under this cultural principle is to discuss how fundamental cultural rights such as developing and practising literature, arts and music can be defined. Kurdish language, too, should be able to benefit from the facilities and opportunities that Turkish, Persian and Arabic languages benefit from and obstructions before it should be removed.

The principle of cultural rights include the recognition and protection of the diversities of all cultural identities as well as the freedom to express themselves. In Mesopotamia, the rights of all cultures and faiths  to express, organize, protect and develop themselves freely must be legally guaranteed. The existence of different cultural communities based on language, religion and ethnic identity are not a reason for  segregation and conflict but must be valued as a source of cultural wealth.

5- DEMOCRATIC POLITICS AND SOCIO-ECONOMIC PRINCIPLE: THIS PRINCIPLE SHALL ESTABLISH HOW THE KURDISH PEOPLE WILL PARTICIPATE IN POLITICS, HOW IT WILL PURSUE ITS SOCIO-ECONOMIC LIFE AND WHAT ITS PERSPECTIVE FOR PROBLEM SOLVING IS. THE ESTABLISHMENT OF HOW PEOPLE AND ALL THE SOCIAL SECTIONS WILL ACTIVELY PARTICIPATE IN POLITICS AND THE POLITICAL APPROACH, THE LANGUAGE OF STRUGGLE AND UNDERSTANDING OF DEMOCRATIC POLITICS AMONGST THE KURDS WHO HAVE DIFFERENT POLITICAL VIEWS CONSTITUTE THE FUNDAMENTALS OF “DEMOCRATIC NATIONAL UNITY”. IF WE ARE TO DEFINE WHAT DEMOCRATIC POLITICS STAND FOR IN SHORT THEN IT IS THE PRESENCE OF THE POLITICAL WILL AND DIRECT PARTICIPATION OF THE PEOPLE. IT IS OPEN TO INSPECTION AND CRITIQUE. IT IS NOT CONTROLLED BY ANY PART OR GROUP BUT IS BASED ON THE INTERESTS AND NEEDS OF ALL KURDS. IT DOES NOT HARM THE VARIOUS PEOPLES IT LIVES TOGETHER WITH. IT ALSO DENOTES AN UNDERSTANDING THAT DIFFERENT POLITICAL STRUCTURES SHALL NOT TARGET THE ELIMINATION OF THE OTHER AND SHALL HAVE A POLITICAL UNERSTANDING BASED ON DEMOCRATIC STRUGGLE AND OPPOSITION. THE ATTAINMENT OF PERSONAL OR ORGANIZATIONAL POLITICAL INTEREST AND/OR ADVANTAGE RELYING ON A [EXTERNAL] POWER, TO APPLY POLITICAL PRESSURE AND TO RESTRICT POLITICAL INSTRUMENTS AND INSTITUTIONS ALL CONTRADICT THE PRINCIPLE OF DEMOCRATIC POLITICS.

The Congress should determine how the social and economic problems shall be resolved in each part and how Kurds in all parts should be in solidarity with one another in order to resolve their such problems.

The only way to realize a democratic and free society and to construct a political and moral society is only possible through the resolving the question of woman’s freedom. There is a direct connection between  overcoming societal sexism and transformation of the mentality and societal institutions. Thus, in order to be able to resolve the societal question women must strengthen their democratic struggle and organizations, form policies for resolution, actively participate in politics, multiply their institutions and to also focus more on educational and social activities.
Likewise, it is important for the development of democratic society that the appropriate social policies are determined in relation to the youth of Kurdistan. There is a need to discuss and determine the social principles and policies for all the social sections but especially for the youth since they make up the majority of the population in Kurdistan.

THERE IS A NEED FOR AN ECONOMIC PRINCIPLE WHEN THE POVERTY AND UNEMPLOYMENT RATE AMONGST THE PEOPLE OF KÜRDISTAN ARE CONSIDERED.  DESPITE THE RICH AND FERTILE GEOGRAPHY THEY LIVE IN HUNGER, UNEMPLOYMENT AND POVERTY AS IF IT HAS BEEN IMPOSED AS THEIR DESTINY. ECONOMIC PRINCIPLE IMPLIES ECONOMIC POLICIES AND PROJECTS THAT NOT ONLY RESOLVE THE ECONOMIC STRUGGLES OF DAY-TO-DAY LIFE BUT DEEP ROOTED ECONOMIC PROBLEMS, THE DEVELOPMENT OF ECONOMY, AND THE ATTAINMENT OF ADEQUATE SOLIDARITY BETWEEN KURDS.

A National Congress that bases itself on these principles shall be a permanent one. As a fundamental national institution that shall play its role in determining the future of the Kurdish people it needs institutions that can implement these principles.

Below are our practical proposals in relation to the above statements;

1-THE KURDISH PEOPLE AT ALMOST NO TIME IN ITS HISTORY ATTAINED A LEVEL OF DIPLOMACY THAT WAS DONE FOR ITS OWN INTERESTS. ON THE CONTRARY, THOSE POWERS THAT DOMINATED THE KURDS HAVE ALWAYS REALIZED A LEVEL OF DIPLOMACY THAT WAS DESPITE THE KURDS BUT IN THEIR NAME AND FOR THE INTERESTS OF DOMINANT NATIONAL INTERESTS. THOSE, HOWEVER, WHO DID DIPLOMACY ON BEHALF OF THE KURDS WERE RESTRICTED BY THE BORDERS OF INTERNAL FRAGMENTATION. THE INABILITY TO SECURE NATIONAL UNITY HAS ALSO LED TO FRAGMENTED STANCES, AND DIPLOMACY HAS FAILED TO UNITE THE VARIOUS INDIVIDUALS OR TRIBES, SECTS, PARTIES AND ORGANIZATIONS. THE NATIONAL CONGRESS MUST ACKNOWLEDGE THIS HISTORICAL FAILURE AND DETERMINE THE CONSTRUCTION OF THIS TO BE A SERIOUS NECESSITY SO THAT AN ORGANIZED AND JOINT DIPLOMACY ON BEHALF OF ALL THE KURDS CAN BE SUCCESSFUL. SUCH A MECHANISM SHOULD SURPASS ALL INTEREST AND RELATIONS OF WHATEVER PART, GROUP AND PERSONALITY AND MUST TAKE UP A DIPLOMACY FOR THE FOUR PARTS OF KURDISTAN. ALTHOUGH THE EXISTENCE OF THE STATUS OF SOUTH KURDISTAN IS AN IMPORTANT ADVANTAGE IN DIPLOMACY ON BEHALF OF THE KURDS, IT IS NOT SUFFICIENT TO GUARANTEE ADEQUATE DIPLOMACY WHEN THERE ARE MATTERS THAT AFFECT ALL OUR PEOPLE. THE PRESENT SITUATION AS WELL AS INTERNAL AND EXTERNAL CONDITIONS DO NOT ALLOW THIS TO OCCUR EITHER. A DIPLOMACY THAT ANSWERS TO THE REQUIREMENTS OF ALL KURDS CAN ONLY DEVELOP IF IT RESTS ON A DEMOCRATIC NATIONAL CONGRESS.

2- One of the most important duties that must be fulfilled by the Congress is to suggest practical solutions and clarify how the Kurds who are under a huge threat of genocide and massacre should defend themselves. Taking precautions in order to protect Kurdish existence and ensure their freedom is a vital issue. To this end, the constituents of the congress could consider the formation of “National Defence Force” which can be established under joint command by assigning sufficient numbers from each of the defence forces under their own supervision. Or there could also be the establishment of a coordination commandership so that the coordination of the existing defence forces can be attained.

3- THE CONGRESS SHOULD ALSO ELECT A PERMANENT “EXECUTIVE COUNCIL” THAT WILL BE RESPONSIBLE FOR CARRYING OUT DUTIES AND DECISIONS DETERMINED BY THE CONGRESS. THE EXECUTIVE COUNCIL SHOULD BE ENVISAGED TO HAVE THE AUTHORITY TO REPRESENT ALL THE KURDS AND SHALL BE RESPONSIBLE FOR THE IMPLEMENTATION OF ALL THE PRACTICAL AND POLITICAL RELATIONS OF THE KURDISH PEOPLE. ACCORDINGLY, INTERNAL AND INTERNATIONAL DIPLOMATIC ACTIVITIES, JOINT COMMANDER-SHIP, ECONOMIC, SOCIAL AND CULTURAL RELATIONS SHOULD BE IMPLEMENTED BY THIS COUNCIL INSTITUTIONALLY.

A Congress that has been able to successfully achieve a common strategy and program, a permanent administration, common defence, and common diplomacy shall be able to quite easily play its unification and problem solving role. It shall thus be able to defend the gains that have been realized through great sacrifices, to accelerate the democratic solution of the Kurdish question, to be able to develop democratization amongst Kurds, to resolve regional problems and to generate lasting developments for the benefit of peoples. In this manner contradictions and conflict between the Kurds shall also be buried into the depths of history.

We present our views and proposals to all the concerned political parties, organizations, personalities and our people. Undoubtedly, the platform where after a thorough discussed all will be given a final shape and turned into decisions is the “National Congress”.
