National Solidarity Meeting in Brussels

Statement 22/23.10.2011- The Kurdish National Congress (KNK) organised a two-day meeting named “National Solidarity” between 22-23 October 2011. The meeting has also coincided with a period in which the colonial powers’ attacks on Kurdistan have reached the highest levels. The Turkish government has increased attacks and operations from all fronts to the highest level and still continues to do so. The Syrian regime has an opportunistic attitude towards the Kurdish issue within its internal and international problems, and stays distant to the position of solving the Kurdish issue. The meeting has taken place under these conditions and an agenda for the need of national solidarity, and concluded with the desire for a solution for the Kurdish and Kurdistan case as well as internal issues.

I.The meeting agenda

1.Position of Kurds and Kurdistan in the country, the world and the region

a. Turkey and North Kurdistan

c. Syria and West Kurdistan
d. Federal Iraq and Federal Kurdistan
e. The Kurdish and the Kurdistanian Diaspora

II.Requests of the National Solidarity meeting

A total of 150 people including 21 political organisations, 18 democratic civil organisations, independent politicians and intellectuals have attended this two-day meeting. At the meeting, a wide range of valuable observations and assessments with regards to the main and sub articles of the agenda were heard, important criticisms and useful suggestions were made. We are providing this statement with great importance to the Kurdistan and the world public at the conclusion of this meeting.

1.In the middle-east and the world, the Kurdish and Kurdistan issue is a basic ethnic, geographic and humanistic issue. The issue must be observed from the perspective and a solution must be found in a lawful manner.

2.In the solution of the Kurdish and Kurdistan issue, formation of Federal Kurdistan within the borders of Federal Iraq is observed and accepted as an important gain; but at the same time, this formation has not included the natural Kurdistan borders and thus fails to produce a just solution. Villages, towns, and cities (Kerkuk, Xaniqin, Mosul and surroundings) that have been left outside the Federal Kurdistan borders must be included in the natural Kurdistan borders as soon as possible.

3.Three parts of Kurdistan made up of north, east and west are still under occupation by Turkey, Syria and Iran and these parts must be observed as part of Kurdish and Kurdistanian peoples’ human rights and be accepted.

4.Whether it is confederate, federate or autonomous, for the Kurds to freely make their political and administrative choices,the right of the people to make their own destiny must be accepted without any requirement being put forward.

5.It is necessary for sovereign countries to accept those responsible for Kurdish politics as the representative of Kurds and Kurdistan, and should make an effort to find a solution for the issue.

6.A new democratic constitution must be created with representatives of Kurds and Kurdistan from Turkey, Iran and Syria, and the rights of Kurds-Kurdistanians must be guaranteed in a lawful frame.

7.For the Kurds and Kurdistanians to attain their rightful objectives and requests, and to force the occupying powers towards a solution the sovereign countries must foremost build a seasoned unity and solidarity amongst themselves. To achieve this;

a. The influence of Kurdish and Kurdistanian socio-politic, sociocultural, socio-economic organisations as well as political, intellectual and independent figures must be combined in a democratic representation framework on the foundations of Kurdish citizens’ union.

b. Kurdish and Kurdistanian powers in all parts must foremost establish a union amongst themselves and at the same time must form democratic alliances with the neighbouring nations.

c. KNK and all Kurds and Kurdistanians must work together on the foundations of a widely national and democratic citizenship to direct and coordinate the efforts of Kurds and Kurdistanians’ in achieving their political aims and desires.

d. National Solidarity sees the work of the National Unity Conference as important, nd therefore supports the initiatives of Mesud Barzani and wishes and hopes for the conference to take place soon.

e. Kurds and Kurdistanians must carry out their diplomatic relations with good co-ordination, the diplomacy front must be reinforced with high spirits of mobilisation.

f. The rights of peoples with a long history in Kurdistan, and of those who identify themselves as Kurds within nations such as Assyrian-Syrian-Chaldean and Armenian, Turcoman, Arab, Turk, Jewish, Azerbaijani, Farsi, Romani, must be placed under a guarantee.

8.National Solidarity calls upon the humanist world to play their constructive part and continue their pressure on the occupying countries as well as to help and support the Kurdish and Kurdistanian people.

9.The  National Solidarity calls for the inclusion of representation of Kurds and Kurdistanians at the UN and for the UN to actively play a positive role on the Kurdish and Kurdistan issue. National Solidarity also desires the deployment of peace-keeping forces in Kurdish regions of Turkey, Iran and Syria from the UN. National Solidarity is ready to provide grounds for such a move by the UN.

10.National Solidarity would like to state to Turkey, Iran, Syria as well as the UN, the EU and the USA, that it is ready to be the political lead of Kurdistan and play the role of an active mediator in between the nations.

11.National Solidarity openly and clearly states to the EU and the USA that “The democratisation of Middle East is not possible without solving the Kurdish issue”. USA and the EU must uphold their own democratic norms. USA and the EU must urgently remove PKK from the terror lists to open the way for solution. Kurds and Kurdistanians request this from the USA and the EU with a single unified voice.

12.National Solidarity openly condemns the actions of and states that Turkey’s efforts to leave Kurds out of the broad front along with their provocative initiatives to leave Kurds without a status in a possible regime-change development in Syria are unacceptable. USA and the EU must not allow Turkey’s games and intricacies which are not helping in the democratisation of the region. Kurds and Kurdistanians are the main force and dynamics of democratisation of the Middle East and the peoples’ spring (Springtime of the Peoples 1848) was originally initiated by the Kurds and Kurdistanians, and USA and the EU should consider this truth and clarify their position on this basis.

13.National Solidarity calls out to Turkey, Iran and Syria for the release of all human-rights activists, political prisoners and, foremost, the release of PKK leader Abdullah Ocalan. National Solidarity also wishes for all world countries to be part of this process.

14.National Solidarity wishes the Turkish state to halt all its ongoing operations against Kurds and Kurdistanians and states that to solve the Kurdish and Kurdistan issue with use of democratic and peaceful means, the way for dialogue with Kurdistan’s representatives must be opened.

15.National Solidarity recognises all of Kurdish peoples’ protection, resistance and struggle to be legitimate whilst desiring the use of peaceful and democratic civil means at all times.

16.Political, democratic and civil organisations must organise demonstrations on national and important days within the country and overseas.

17.National Solidarity desires the elimination of all conservative, oppressive traditions that make life unbearable for women, and wishes for women to take place in all parts of life on the basis of equality for all sexes.

18.National Solidarity protests all the threatening oppression towards Federal Kurdistan especially by Turkey and Iran. National Solidarity also condemns Turkey’s military actions as well as bombings of locations within Federal Kurdistan. The air raids against HPG, PKK and HRK-PJAK in Federal Kurdistan have brought about a major national threat and states that Kurds and Kurdistanians must always be in a state of major alert. With these actions, Turkey is clearly trying to place South Kurdistan under its control and also aims to get Kurds to fight off one-another again. National Solidarity wishes the Kurds and Kurdistanians to position themselves with national interests in mind at this crucial time and to give a strong national response to Turkey’s aims to create a buffer zone between North and South Kurdistan.

19.National Solidarity wishes the Kurdish and Kurdistanian political organisations to use a common national and constructive language in their own press.

20.National Solidarity wishes all political, cultural and social organisations to work together on the basis of a national consciousness to organise and fulfil the desires of the Kurdish diaspora.

21.National Solidarity wishes all Kurds and Kurdistanians to show great tolerance towards all beliefs and religions as well as making sure that democratic, laïcité and secular norms govern everyday-life.

22.National Solidarity wants this solidarity meeting to take place yearly and deems it appropriate to invite all organisations and figures who were not able to attend this meeting.
